Open letter to Ambassador Pamela White - Thanks, but no thanks

Madam Ambassador Pamela White

A tribute to Haitian public workers

"They (President Martelly and Prime Minister Lamothe) agree that corruption exists at all levels of the society. You can be in prison and buy your freedom. There is a price for everything here. It is like this, in the public administration, in the political sector, etc.”

These are the words of Pamela White, the US Ambassador to Haiti, who fortunately has just left her post.

What arrogance! What a nerve! What a lack of respect for a country and its people she says she adores!

Madam Ambassador,

Allow me to contradict your sentiments by sharing with you parts of my recent experience visiting different sections and offices of two Ministries in order to obtain an exemption of customs duties for an NGO (Non Government Organization) for which I am the CEO:

DGI

My visits to the DGI (Internal Revenue Service) always begin by consulting with the office of the General Director, where there are three nice and affable women who are always available and who guide me to the section or the person concerned. They represent what is the most stable in the institution despite the frequent change of General Directors. They ensure the continuity and the transmission of the procedures.

Never was there any question of bartering for services

At the NGO Section of the DGI, I met Louise Constant and Immaculène Louise Jacquet Romeus, who entertained me while I waited to meet the Director Mr. José Excellent. The latter took time to give me a crash course on taxation and the duty of NGO leaders to facilitate the payment of income taxes by their employees. I could get the proper documents for the NGO in record time, he told me.

Never was there any question of bartering for services.

I formally paid 1,000g [US$20] at the bank for the tax identification number of the NGO. A few days later, I had the pleasure of meeting Ms Elise Bitorial, who gave me the certificate.

At the DGI office at Delmas, three ladies took care of me and gave me at once my personal tax return certificate.

At UCAONG (NGO Activities Coordination Unit MPCE)

I do not know how many times I had to visit this entity over a period of three months. But it is not of any fault on the part of the employees. Indeed, they are professionals who know their job and are of unparalleled rigor. From the list of required documents, you cannot miss one. There is a clear procedure to be respected and no "passe pour qui," or no “short cut here.” From the Director, Ms Kavanagh Bernice Clement to Ms Marie Carme W. Joseph, and from again from Mr Jean Germain to Mr Alain Désir, they are helpful, friendly but "pwenn fè pa," or [no favor]. My dossier was finally sent to the Ministry of Finance and Economy.

Ministry of Economy and Finances

At the Tax Inspection Department of the Ministry of Economy and Finance, including the franchise section, Mr Patrick Michel Boisvert, Director, received me without appointment. After a few questions about the NGO, he explained to me that since this is the first time the organization has made a franchise application, inspectors must go to the site to verify its existence. This is an unscheduled, surprise visit. Two days later, a pair young inspector, Markenson Lagrenade and Gareb Thélémaque, arrived at my office soon after it opened. They bombarded me with questions and were somewhat surprised that the NGO does not have foreigners on its board. After this, I received the memorandum addressed to Customs of Port-au-Prince granting the franchise.

Madam Ambassador White,

I am proud of my compatriots, who with honesty and professionalism provide services to the population, and they are many. It is a slap in the face to say that corruption at all levels of society, including public administration. You have insulted an entire nation.

Far from wanting to defend those involved in acts of corruption that exist around the world, including the United States of America, as Ambassador you must cultivate a minimum level of respect for the people of the country where you are accredited. Imagine that after being ambassador of Haiti to the United States for a number of years, I would have declared to the Washington Post that it is essentially a racist country. It would be a lack of respect from an ambassador for the American people. Unfortunately, the concept of respect is not taught at the universities or at schools of diplomacy. Rather, it is one of the essential values that are transmitted in the family environment.

Madam Ambassador White, do I need to remind you that discretion must be exercised when publically discussing details of closed-door conversations you have with government officials of a nation? Under what circumstances have the president and prime minister of Haiti told you that corruption exists at all levels of society?

The Haitian people remember your arrogant and inconsiderate presence in the parliament during the vote to decide the viability of the 49th Legislature. It is reported that you showed up wearing a "sandal Jezikri," a Birkenstock-style sandal, inside the parliament that day – undoubtedly improper attire for such a venue but perhaps a sign of the lack of respect for Haitian government affairs made evident by your recent comments. Even animated by the best intentions, allow me to tell you, Madam, that it was a flagrant manifestation of interference and condescendence in the internal affairs of a country.

At no time have I heard you thank the Haitian people for their hospitality.

So, Madam Ambassador White, with all due respect, go in peace, go home. And do not worry; this country that you adore will survive without you.
