the only space integrity that the haitian authorities cannot violate is one officially occupied by the diplomats such as the ambassies, but the space at the police academy is not one of them.
it is both legitimately and symbolically the property of the haitian state, and on that basis alone, we do not have to ask permission to open up our cargos in our own police academy.
