OAS Head Speaks Out On Haiti

The Secretary General of the Organization of American States is again expressing concern over Haiti.
SG José Miguel Insulza on Sunday said he is concerned about the decision of the Provisional Electoral Council of Haiti to exclude all of one party’s candidates for the senatorial elections scheduled to be held in that country on April 19 this year.

Insulza said while `the OAS fully respects the functions of the CEP … (he) cannot help but express my concern about the possibility that an important group of Haitian citizens might feel that they are not being represented in this process.`

His comments come as Haiti's Provisional Electoral Council decided to disqualify members of former President Jean-Bertrand Aristide's political party in the April 19 senate elections.

The 17 Fanmi Lavalas members were among 40 people who registered candidacies for Parliament, but were disqualified late last week. The party is one of the largest in the country.

Also disqualified was Guy Philippe, the leader of the armed revolt in 2004 that led to the ouster of Aristide. One hundred and five hopefuls had registered for 12 Senate seats.

Insulza asked the CEP, government authorities, and the political parties to explore necessary measures to postpone the deadlines set for the registration of candidates, so that the irregularities committed by some organizations could be corrected and all parties could participate normally in the senatorial elections.
