IOM: Engineer killed outside Haiti relocation camp

PORT-AU-PRINCE, Haiti — Gunmen killed an engineer supervising the building of shelters at a relocation camp for Haitian earthquake survivors, forcing construction to be suspended on part of the site, the International Organization for Migration said Saturday.
The body of 42-year-old Pierre Richard Denis was found Friday on the outskirts of the quake-ravaged capital near the Corail-Cesselesse relocation camp, apparently several hours after he was shot, IOM country spokesman Leonard Doyle told The Associated Press.
Denis was returning to work aboard a group taxi around 3:30 p.m. after cashing his first monthly paycheck when he was shot twice. Haitian police investigating the murder suspect the motive was robbery. A police report said the group taxi, known as a "tap-tap," was followed by unknown assailants aboard a motorcycle after Denis left a bank in Port-au-Prince.
There have been no arrests made in the case.
"It was a despicable act against a talented and hardworking IOM staff member totally dedicated to helping the earthquake victims and their families," IOM Director General William Lacy Swing said in an e-mailed statement.
It is not clear if Denis, a Haitian national, was visibly identifiable as a staffer with the international organization. Some colleagues said he was wearing an IOM cap at the time, Doyle said.
The camp at Corail was chosen by the Haitian government as its first official relocation space months after the Jan. 12 quake. Placed on a parcel of government-seized former sugarcane land larger than Manhattan it is home to about 7,000 people, most relocated from the Petionville Club golf-course camp in the devastated Delmas section of the capital.
The area was billed as a refuge from the golf course's flood-prone slopes, but was criticized by Oxfam and other aid groups for being too remote. The AP found the selected site belonged to a Haitian company whose president headed the government committee that chose it.
Since then Corail's ShelterBox tents have been repeatedly battered by storms. Damage from a Sept. 24 blast of wind and rain prompted the immediate relocation of 110 families within the camp to more durable wood-and-metal transitional shelters Denis was helping to build. IOM is suspending work at the site where Denis was supervising in the wake of the shooting.
Denis leaves a wife and two children aged 8 and 11 years, IOM officials said.

IOM Hands Over 160 Additional Transitional Shelter Units for Haiti's Displaced Families

Haiti - IOM together with the Mayor of Croix des Bouquets handed over 160 additional transitional shelters (T-shelters) this week along with essential non-food items to displaced families. To date IOM has provided 300 T-shelters to families in the Croix des Bouquets commune.
Finding long-term solutions for those living in camps after the devastating earthquake ten months ago is of the highest priority. Croix des Bouquets was among the areas surrounding the Haitian capital that were severely affected by the January 2010 quake.

IOM's shelter programme is focused on providing 9,000 shelter units to internally displaced people in nine earthquake affected communes in Haiti, with at least 90 per cent of these shelters to be completed by April 2011 and the remainder to be completed by September 2011.

So far, 1,000 T-shelters have been constructed and handed over with 72 of these units given to medical institutions and the remaining 928 to displaced families. Over 1,300 transitional shelter units are currently at different stages of construction.

The provision of transitional shelters to medical institutions has been one of the most innovative aspects of IOM's shelter programme. Patients who were being treated in tents were often exposed to high daytime temperatures while the torrential summer rains often left the tents soaked through. The tents have also been extremely vulnerable to high winds since the hurricane season began.

Working with hospital administrators, IOM has built four transitional children's wards at l'Hôpital de l'Université d'Etat d'Haiti (HUEH), Port-au-Prince's largest tertiary referral hospital as well as six transitional shelters at Mars and Klein Psychiatric Hospital. The pediatric building at HUEH was severely damaged during the earthquake and until several weeks ago, chronically ill children from across the country were still being treated in tents in the driveway of the hospital.

Doctor Alix Lassègue, executive director of the HUEH, expressed his satisfaction during the handover ceremony, noting that completion of the wards was all the more important because of the protection it offered patients during the hurricane season.

Meanwhile, assessments and discussions with municipalities are still ongoing to select appropriate locations for erecting permanent housing for the displaced. Designs for IOM permanent shelters have already been approved by local municipalities.

"Due to the complexity of the housing situation, we cannot have a one-size-fits-all solution in getting people out of spontaneous settlements and into decent housing," said Luca Dall'Oglio, Chief of Mission for IOM Haiti. "Without this approach, it's unlikely that numbers of internally displaced people will decrease any time soon. To allow us to carry out our work in helping the displaced living in settlements, IOM urgently needs additional financial resources."

Haïti : Assassinat d’un membre de Caritas Suisse

ROME, Jeudi 14 octobre 2010 (<span>ZENIT.org</span>) - Un collaborateur local de Caritas Suisse en Haïti a été assassiné vendredi 8 octobre au centre de la capitale.
Julien Kénord venait d'avoir 26 ans. « Vendredi, il est allé encaisser un mandat de Caritas d'une valeur de 2000 dollars (1350 euros) dans une des banques de Port-au-Prince », rapporte dans un communiqué Caritas Suisse. Un inconnu lui a tiré dessus avec une arme à feu et l'a dévalisé alors qu'il regagnait sa voiture.
Grièvement blessé, il a succombé à ses blessures peu après son admission à l'hôpital. Une enquête policière a été immédiatement ouverte.
Tous les acteurs du réseau Caritas « sont profondément bouleversés » de la perte de l'un de leurs membres, poursuit le communiqué, mais « malgré cet incident tragique, nous allons continuer notre travail, poursuivant l'objectif d'un Haïti juste et pacifique ».
Caritas Suisse est présente en Haïti pour soutenir les enfants et les familles en détresse, comme la plupart de ses partenaires du réseau Caritas.
L'organisation vient de débuter, à Bressier, à l'ouest de Port-au-Prince, la reconstruction de 1700 maisons dans la région de l'épicentre du séisme, survenu le 12 janvier dernier.
