In Haiti, to indicate that someone's comment is meaningless, one would respond "what you've just said is equivalent to what you have not said". Well, in essence, this is my reading of this whole Bill Clinton statement thing.


While Clinton and Ban Ki Moon were in Haiti (March 2009), there was a large Lavalas demonstration organized to make it evident that the vast majority of Haitians disagree with the forced exile of former President Aristide. Several thousands took to the streets.

The Preval-Pierre-Louis government apparently managed the Clinton-Ki Moon itinerary in such a way to avoid either of them nor Préval himself from having to address the crowd’s direct, highly visible (unmistakable) and persistent demand. Deceitful information was given to the demonstrators about the whereabouts of the delegation.

There is a statement made by Clinton that the pro-coup side is stretching to suggest that he endorses that Aristide remains in exile (see http://www.radiokiskeya.com/spip.php?article5741 ).

In reality, Clinton did not address the issue at all. He said “I must tell you that your future can be better than your past.” This web link discusses how that statement has been interpreted in many different ways and generated much debate.

The truth of the matter is, Bill Clinton did not say anything of the sort as he did not have to anyhow.


My take on all of this: Much a do about nothing!


Clinton or Ban Ki Moon going on a celebrity tour of Haiti is nothing new. We’ve seen Clinton go to Africa, months after he blew up a pharmacy with hundreds of Africans and then claim to be suddenly so concerned with the welfare of Africans that he wants to make African Renaissance a conerstone of his life struggle. Political games are being played and Haitian poverty is being pimped – the “Tarzan narrative” is once again at play.

By the way, I stumbled upon a book titled “Desire for Development: Whiteness, gender and the helping imperative” by Babara Heron which deals with this matter in great detail. It would help many of us make better sense of these Clinton, Bono, Tarzan initiatives and why they are not really about improving lives of impoverished peoples as they are about colonial continuities – “stabilizing” the status quo. Unfortunately, there are still many Haitians, tragically some of them self-identify as “leaders” of Lavalas who find it normal to rely on Santa Clauss (Bill Clinton et al.) to change the situation, including the end of political exile in U.N. occupied Haiti. To me, this kind of day-dreaming is downright irresponsible. Bill Clinton. Ban Ki Moon and all the Hollywood stars have no stake in Haiti. It is not up to them to decide whether, if or when Haitians get our act together or whether, when and if Jean-Bertrand Aristide returns to Haiti. These decisions are ours and ours alone to make. The required change will happen as we make these decisions, without hesitating or consulting folks who ought to have no say in these matters.

Merci pour l'article.

Je ne vais pas etre long mais je vais seulement essayer de commenter les commentaires de
Sasaye.

Hillary avait obtenu plus de votes populaires qu'Obama mais elle n'avait pas pu gagner la nommination. En d'autres termes, Clinton a appris à faire la différence entre la volonté du peuple et les protocoles ou accords politiques.

Tout cela est juste pour dire que la manifestation Lavalas de plus de 10,000 personnes présentes à l'aéroport Francois Duvalier pour accueillir Clinton et le Chef de l'ONU ne pourrait rien changer en ce qui est le plan, ou plus précisement le retour de Titid en Haiti.


Dans la démocratie, on écoute la voix du peuple mais on ne va pas les prendre en considération pour autant. L'exemple de Titid qui est parti en exil avec une popularité de plus de 80% dans le pays et le cas d'Hillary lors des primaires sont des exemples probants.

Although I agree to a certain extent to Jaf's opinion.However it would be irresponsible to minimize Bill Clinton's declaration.Was he polite toward his host?Did we misinterpret his words?It is not the first time that Bill Clinton makes these ambiguous statements.

As Jaf said :what Bill Clinton says or he did not say should not matter so much in the internal affairs of an independant and sovereign country.Because we depend so much on the international community's help this is why so many people think they have the right to dictate our policies.

We write a Constitution but we ignore it whenever our interests are in jeopardy.How in this condition can we expect to have stability in the country where the rights of the majority are ignored?Do we need Bill Clinton to tell us who can live in haiti and who can not?We keep repeating that we want to live in a state of laws and justice,but it is the government itself which disregards the laws of the land.

In 1994, Bill Clinton was Santa Claus, because he was the president of the United States, and Aristide was in exile in Washington, DC. He had the power at that time to send President Aristide back to Haiti accompanied with 20,000 Marines.

Luxuriating in the cheers of thousands of Haitians, the praise of President Jean-Bertrand Aristide and the crisp salutes of soldiers from a score of nations, President Clinton today handed over the responsibility for the security of Haiti from American troops to a United Nations peacekeeping force.

Saying the restoration of Mr. Aristide to power after an American military intervention last fall represented "the triumph of freedom over fear," Mr. Clinton promised the United States would continue to support efforts to establish democracy here. But he also made it clear that Haitians must bear the primary burden of building a just and prosperous society.
"The tasks ahead will not be easy," he told a crowd that had begun gathering at dawn in the main square in front of the National Palace. They had amused themselves during a long wait under a blazing tropical sun by singing, dancing and donning free T-shirts emblazoned with images of Mr. Clinton and Mr. Aristide.
"You must work hard; you must have patience; you must move forward together with tolerance, openness and cooperation."

Mr. Clinton's arrival in Haiti came barely six months after more than 20,000 American troops landed here and brought an end to three years of military dictatorship. Beginning Saturday, Haiti's security will be guaranteed by 6,900 soldiers and police officers from more than 30 countries, including the United States, Bangladesh, Canada, Nepal, the Netherlands and Pakistan.

The warm, festive atmosphere stood in sharp contrast to the violence and political tension that dominated the days preceding Mr. Clinton's arrival. On Tuesday, a prominent opponent of Mr. Aristide, Mireille Durocher Bertin, was killed by three gunmen as she drove her car down a busy main street here.
Shortly afterward, American officials disclosed that they had warned Mr. Aristide last week both of a plot to kill Ms. Durocher Bertin and of the possible involvement of his Interior Minister, Gen. Mondesir Beaubrun. The issue threatened to derail the visit and make a mockery of Mr. Clinton's assertion that American troops have established a "safe and stable environment" here.

During a ceremony at the National Palace this morning, however, Mr. Clinton and Mr. Aristide were full of compliments for each other. Mr. Clinton, who towered over the slight Haitian leader when they stood side by side behind a bulletproof screen, called Mr. Aristide a man of "tremendous courage" whose "strength in the face of great challenge reflects the unbreakable will of the Haitian people."
"We respect him as the President you elected freely and fairly, and for his leadership of all Haitians since his return," Mr. Clinton said.
In his remarks, Mr. Aristide, turning to the preaching style he used as a Roman Catholic priest, led the crowd in a call-and-response chant that thanked the American President for sending troops here and ending three years of repression. "Has President Clinton been good to us?" he asked in Creole, to which the cheering multitude responded with a fervent "Oui!"
It was "thanks to the nonviolent resistance of the Haitian people and to you," he told Mr. Clinton, that "on Sept. 19 Haiti moved from death to life." The American presence here, he said, "has forged a tunnel of hope through the mountains of suffering" and made Haitians eager to offer the American President "the warmth of the light of a welcome never before seen."...

...In his speech accepting the peacekeeping mission, the United Nations Secretary General, Boutros Boutros-Ghali, struck much the same tone that Mr. Clinton had earlier in the day. "The people of Haiti must maintain their commitment to rebuild their nation," he said, adding that "continued cooperation will bring later achievements."
